Good morning, Europe. Friday brings a change to how Britain weighs local public investment, plus a practical way to keep tax dates from slipping past.
Reuters morning read: Britain will allow local and regional authorities to bundle related projects—such as housing and transport—into one place-based case instead of assessing each separately. Prime Minister Andy Burnham said the Green Book reforms are intended to help overlooked areas unlock investment. The changes, due to be set out in finance minister John Healey’s 28 October budget, follow a cut in the appraisal discount rate from 3.5% to 3%, making long-term infrastructure proposals more likely to clear Treasury tests.

Useful this morning: If you handle UK Self Assessment, VAT, PAYE or Construction Industry Scheme dates, HMRC has a five-minute deadline checker. It works without signing in, does not send the information you enter to HMRC, and can produce dates you can print or add to your calendar. It is a useful Friday job before deadlines become last-minute jobs.
